The CCB Deck, the 2nd-place entry for the new Indianapolis City-County Building Plaza RFQ and Design Competition, offers a dynamic, flexible and spectacular civic platform for both denizens and visitors of Indianapolis.
The design approach serves to establish a legible and inclusive urban room; honor the City-County Building’s important civic role and design with a contextually responsive urban plaza; define a spatially dynamic, evolving and interactive visitor experience; support diverse scales of programming every day, night and season; seamlessly integrate all plaza and garage infrastructural needs, including egress, vents and ecological storm-water management features.
Below the Upper Deck wings, the dramatic, brightly lit, covered arcades of the Lower Deck house numerous public amenities, including the Pacer’s Bikeshare Station, the Cultural Trail tours/bike rental/info kiosk, covered public bike parking, cafe access and shaded seating, covered Megabus waiting area and numerous seat-wall flower planters. Parking garage vents and egress stairs, storm-water cisterns, fountain equipment and maintenance storage areas are also located in the inner Lower Deck area. Whether one enters the Central Promenade from Washington St. or through one of the grand stair portals, the CCB Deck defines a powerful sense of entry, threshold and enclosure.
