The Center blends civic dignity and authority with unity and openness.
The 24-meter tall, 53,000 square-meter structure consists of six above-grade levels and two below-grade parking levels. Four components comprise the basic L-shaped plan. A rhythmic series of commercial office “fingers” connected by transparent atria defines the building’s north edge. To the south, an L-shaped wing of offices forms the urban corner and provides a dominant image. The south wing embraces a lower volume containing a conference center, exhibition halls and an F&B center. These major programmatic and massing elements are linked by a pristine glass Entrance Hall whose formal order and transparency identify the structure as a government building. The Entrance Hall is located at the nexus of a linear axis defined by an exterior reflecting pool to the north and interior pre-function spaces to the south. These components form an elegant yet monumental structure that establishes an edge presence along East Guang–Hua Road while opening towards the Technology Park.
Materially, the building is a glass structure contained within a light stone framework of vertical emphasis. Atria, pre-function and entrance hall volumes are treated as transparent glass elements. Varying glazing setbacks within the stone framing provide façade shading.
