The City Council Chamber of this 1898 building was unusable because its second floor location failed to meet ADA accessibility requirements. Along with providing an elevator, the village wanted to add a second floor meeting room that could be opened up to the Council Chamber. Expansion of the first floor lobby and offices was also part of the program. The addition accomplishes all this on the interior while transforming an unsightly exterior wall into a harmonious extension of the building's historic character. The jury was impressed by the seamless quality of the addition and commented on how difficult it was to distinguish old from new.
